MEETING OF THE TROIKA
The Speaker of the National Assembly of Mali, member of the PUIC Presidential Troika delivered a speech in which he said that his country strongly condemns the recent resumption of hostilities and attacks against the residents of the Gaza Strip, which resulted in the death of hundreds of people including children, and thousands injured, as well as dispersed more than 100,000 people from northern Gaza who have been forced to evacuate their homes and leave the country. He said that his country was co-author of all relevant resolutions at the General Assembly of the United Nations.
He also stressed that the implementation of these resolutions requires Israeli withdrawal from the occupied Arab territories of June 1967, the lifting of restrictions and the free movement of people and goods. He also called on the international community to demand Israel to respect its obligations under the relevant legal instruments on human rights and international humanitarian law, including the Geneva Convention of 12 August 1949 on the protection of civilians in wartime and the Convention on the Rights of the Child in 1989.
His Excellency stressed the necessity of immediate cessation of aggression. He also warned against the dangers of stopping the already faltering negotiations on the issues of the final status according to the two- state-solution. This is because the absence of negotiations will open the door to the military solution and the furtherance of violence and escalation.
He also stressed that the tragic situation in Gaza Strip necessitates quick action in order to remove the effects of aggression and lessen the damages and suffering of our Palestinian people. We must exercise pressure in order to deliver the humanitarian assistance and medical supplies. We must treat the wounded as a matter of urgency by sending humanitarian and medical missions to Gaza from Arab and peace-loving states. We must exercise pressure for achieving a firm and quick cease-fire which observes the interests of the Palestinian party to ensure success and sustainability.
His Excellency stressed that the war launched by Israel is a war of genocide, and that we are requested today to dot the (i’s) and cross the (t’s), and adopt definitive, quick and immediately implementable resolutions. He expressed the hope for the success of the Egyptian initiative in stopping the Israeli savage onslaught against Gaza Strip, lifting the unjust blockade and opening the crossings.
His Excellency proposed supporting the Strip by providing medical and other necessities as well as urgently needed assistance; convening the Geneva Conference of Signatory States of the Geneva Conventions in order to oblige Israel to respect and apply the conventions on the Palestinian people and not to repeat the aggression. He also proposed extending Arab and Muslim support to the Palestinian government of national consensus in order to enhance Palestinian unity.
We, as parliamentarians, request the international community to shoulder its responsibilities for maintaining international peace, and security, and to firmly exercise pressure on Israel to halt its aggression on Gaza Strip; open all the crossing; immediately release all the detainees and prisoners, including the Speaker and members of the Palestinian Legislative Council.
We must, as parliamentarians, explore the necessary ways and means to extend support and assistance to our brothers in Palestine for the restoration of their legitimate rights and the establishment of their independent state on their national soil, with Al Quds as its capital.
We reiterate the importance and continuity of Palestinian National reconciliation for the interest of the Palestinian people.
The Speaker of the People’s Assembly of the Arab Republic of Syria called on all Palestinian resistance forces as well as political forces in the Palestinian arena to unify their political and field positions considered as the way to stop aggression and paralyze Israel’s ability to pursue its aggression.
His Excellency also invited Islamic peoples and all free nations and their respective parliaments as well as political forces to stand by the Palestinian people in the face of the terrorist occupation authorities, and to support the steadfastness of these people, politically, economically and humanitarianly, in order to enable them to maintain their steadfastness against the Israeli murder machine, and to restore their legitimate rights to establish their independent state with Al Quds as its capital.
The aggression launched against the besieged Gaza Strip makes it incumbent on us to express condemnation and demand cessation of this naked violation against innocent civilians, including children, women and the elderly. We also stress the right of the Palestinian people to resist aggression against their land and dignity.
We, gathering here as representatives of parliaments of Muslim States, look forward to adopting effective and urgent resolutions to halt this violation and bloodshed in Gaza Strip. We urge the extension of humanitarian assistance, in terms of food and medicines, and to ensure their deliver to the people in Gaza.
There will be no peace and justice unless the root causes of the conflict are addressed. These root causes lie in Israel’s occupation of the West Bank and Gaza Strip; building of illegal settlements in the occupied territories; the forced takeover of Palestinian houses in East Jerusalem; and the establishment of an apartheid system that systematically removes the most basic human rights of the Palestinians.
Pakistan has unequivocally and unreservedly extended support to the Palestinian cause, especially the two-state solution which paves the way for a viable and geographically contiguous Palestinian state on the basis of pre-1967 borders, with Al Quds as its capital.
We call upon the PUIC to dispatch appropriate messages or send delegations to the Chairs of international, Arab, Asian, European, African, Latin, Francophone, Euro-Med Parliamentary unions to inform them about the reality of the situation in Gaza and the Israeli objective behind the aggression.
We call for releasing the Palestinian detainees and prisoners. We call for setting free the detained members of the Palestinian Legislative Council, in the fore-front of whom is brother Abdul Aziz Al-Duwaik, Speaker of the Council as well as Marwan Barghouti and Ahmed Saadat.
We urge the extension of immediate food and medical assistance to Gaza, and stress the rebuilding of Gaza and the houses destroyed by the occupation authorities in the different Palestinian regions, and the establishment of a special council for this purpose. We also call for confronting the Israeli attempt to Judaize Al-Quds through enhancing Al-Quds funds as well as implement projects in the city in order to preserve its Arab and Islamic identity.
We must dedicate our energies and efforts for urgent action, without delay or compromise, at the regional and international arenas in order to halt these attacks on the Palestinian legitimate right.
We are under obligation to double our collective efforts by exercising pressure on the Quratet and the UN Security Council so as to compel Israel to abide by the international legitimacy, halt settlement. We must also act for the establishment of the independent Palestinian State with Al-Quds as its capital, in accordance with the land for peace principle and the Arab Peace Initiative.
It is incumbent on us to continue supporting the steadfast Palestinian people with all means.
